I have found Orlando to be a city that lacks culture and is quite insensitive and racist. It appears that the focus in the city is on the tourism dollar. I'm not surprised that homelessness is not on their list of priorities. It doesn't really match well with the Disney Dollar...hummm...would the number one city be Aspen by any chance? Just a guess.
