I personally think that Jay-Z is wearing overly baggy jeans to protest against the skinny jeans movement, in which he has made it clear in his music that he hates.I kinda think that a move like this is a cry for attention, hes a world wide buisness mogul and a hip-hop hero. Why the cry for attention??

Good point - but could it be that he just prefers looser fitting jeans? The skinny jean is actually something that has made a come back from when I was a kid - we called them "pegged". And they were the most uncomfortable pants imaginable.
